Citizen expectations have evolved, making personalisation of services inevitable. At the same time spiking demand for services and tightening budgets require a channel shift to digital services where appropriate, while increased awareness of inequality requires organisational delivery leaders to put all users at the centre of the way we design new services.

As set out in the 'Declaration of Government Reform', adopting a ‘government as a platform’ model is a way forward to connect government with every citizen. Narrowing the digital divide to include those less connected is crucial in the journey to personalised, citizen-centric service.
